Should the president have to get congressional authorization prior to committing the armed forces?

Through the War Powers Act, the president can commit the armed forces but must seek congressional approval within 60 days. If he doesn't they can and should stop funding it. Its been over 60 days. It is Boehner's responsibility to be sure the President follows constitutional law in this situation since Obama hasn't complied yet. Obama says he doesn't have to have a vote because he told congress and keeps them informed. I believe there must be a vote by congress.
